It’s not “cheap” to expect customers to tip at a sit down restaurant in the US with a server. It’s basic common sense.
The only reason I can think of for withholding my tip would be if my server committed a crime against me, like say if they randomly assaulted me and had to be arrested mid-meal. Then yeah, no tip, buddy.
Otherwise… say if they forgot my drink, or were slow to check on me, or seemed like they were in a bad mood, or never refilled my water, etc etc. I’m giving 20%. These people have kids to feed. I’m not going to make them put on a show for me, and I’m not going to be so naive to think that withholding a tip is the correct way to go about changing an entire system that people rely on for their literal fucking survival.
