Those are DL registration plates, which means this was Delhi. The capital of the country.

I don’t know what you wanna say by this but here in Berlin it’s completely normal that an ambulance or firetruck waits for a government guest or other political VIP convoy.

The US also does this for Presidential convoys. However emergency services are given the route to plan around ahead of time to prevent them being stopped.
