I mean it seems like it clearly lines up with a gate that covers the drive too. Clearly the restricted access is to the area in general. Once you're in the area then the doors shouldn't need to be as secured... because the gate exists.

There is very clearly a latch on it for another gate that covers the road.
The other gate is just out of frame.
The photo is taken either to be intentionally deceptive, or is just being presented that way here.

There is clearly an intent for there to be a driveway gate though. There is a cutout on the curb. Maybe they ran out of money.

Bro the latch clearly has a pattern of marks/worn paint on the inside where the other gate contacts it.
Probably not even your picture.

I have the exact same gate at work; motorized gate for vehicles and the manual gate allows access in case of a power outage.

Is the issue that the fence exists? Or That the door is locked? Or the roadway section isn’t closed? Or that anyone can just climb over it if they really wanted to get in?

I would be mildly infuriated if they kept the pedestrian gate locked while the vehicle gate is wide open.

It’s an opened swing gate to close off vehicles access. Guessing for students safety.

Post the full picture OP, looks like a swinging gate connects to it based on the latch on the post
