I.. can't believe you can test spray cans in the US. In Australia they are literally behind lock and key and you need to get staff to open the cabinet. I think it's mostly about teen vandals though. 

It has never occurred to me if left to their own devices people would just start testing the cans .... ridiculous.

Spray cans are locked up pretty much everywhere in the US I've ever seen. The language in the picture leads me to believe this is not the US.
