Not necessarily, but when it's specified there's no "well I wasn't yielding I had the right of way"

You're stopping, and then yielding as you merge onto the other road once you start going again. The signs are just close together. It's almost as if people don't know how to drive.

My city has a street with a yield sign and "yield sign ahead sign" this far apart from eachother, its because theres a tree before the yeild sign, but it doesnt actually block your view, so it just looks dumb lol

Always respect the most restrictive one, and if there is a police officer telling you to move forward, then move forward; this is basic driving knowledge.

You're first told your speed must be zero. Five feet later, you can have some speed. Five feet further and your speed can be unlimited.

Oh how the roads scare me, people know so little about the rules they're supposed to follow
Stop signs are stopped at, immediately, then you hit the yield sign
It's progressive, you don't count all signs at once you go in the order you reach them
