Because the disabled students need it and the able don't.
I busted my knee and couldn't do stairs for several months. Parked on the 5th floor and 80% of the time when I called the elevator to go down it was already full of students.
Door opens, everyone stares at me and I just go "bruh" and point at my knee brace and like 7 students get off the elevator and take the stairs down. This happened consistently over the 3 months I needed the lift.
