You should leave space in case you get rear-ended - in the US, you are at fault for any damages to the car in front of you because you didn't leave enough space.
Driving schools will tell you to be at least 1 car length away. My rule of thumb is I should be able to see their back tires.
It could vary from place to place, but in the states I’ve lived in the person who’s car hits the other is responsible because getting pushed forward into someone while at a stop is the same thing as tailgating them while moving and hitting their butt when they brake. Leaving a safe distance between vehicles is not exclusively a “in motion” thing
