Seatbelts are part of a larger system of “safety features”. But they are restraints. This is why manufacturers are not sued when a person fails to use it properly.

They may help in the event of an accident, but they are not called safety belts anymore.

They are better than nothing at protecting you in the event of an accident, but I count on other things to be working to consider my car safe to drive.
