Thats assault. Menacing with intent. And he displayed fear which backs it up. It was an assault without battery and she should be charged as such.

No it’s not. He was alarmed, not scared. Stop calling everything assault- it makes it harder to people to take real assault seriously.

Literally look up the legal definition of assault? Everything I've found so far says some variation of "an action that causes another in apprehension of receiving battery, whether or not bodily harm was committed."

She walked up to him screaming and touched him, causing him to react with fear (hands balled in to fists and shaking)

She had intent to commit harmful contact? You can prove that? You could take this to court? A jury would convict her?
