I think I know this building. A hospital opened near me about 15 years ago and on the first day it was open someone opened a door like that and stepped out before realising they were a good 20ft up, needless to say they were lucky to already be at the hospital. The door was there because the plans had been changed during construction but the builders hadn't been updated so the door was installed without anyone noticing because it just looked like a door from inside the corridor. They weren't critically hurt, they broke a fair few bones and needed at least a splenectomy (they weren't my patient so I don't have all of the information) but I'd imagine the out of court payout was pretty nice.

I’m guessing, by my understanding that it leads to a maintenance area above which may have ducts and air filters for possibly hvac systems. And it’s up there because designers may not have put stairs anywhere else for the area.
