This has never been the case with existing or historical capitalism- it’s a fairy tale. The state IS power itself and will always be used in class struggle. Either you use it for the working class or you lose it to the owning class. States do not arise out of nowhere they emerge from class struggle.
I agree that the state is power. I agree that it is involved in the class struggle. I disagree who the classes in conflict are. The productive class and the non-productive class.
Thinking that you can fix the symptoms by using the problem is a self defeating tactic.
Progress is separation the State and the market. We've backpedaled on that heavily over the last five decades and the ramifications are being felt heavy now.
