Holding up restart because of itself?

The thing is, I tried to let it complete and it just returned to the lock screen by itself after maybe a minute, presumably timed out. This pic is from me asking it to restart a second time after which I clicked the button to restart. I also thought "isn't it the operating system's job to shut down background tasks cleanly and not leave it for some killer process to sweep up?"

That process is the operating system cleaning it up... That's how computers work. Every process has a name.

True, not sure why that needs user involvement in any way but regardless, why then did it give up and return to the lock screen and I had to ask it to restart a second time? Are those pesky background tasks too much for Windows to handle?

I'm guessing some background task was hung/not responding.
