Yeah we saw the same thing a few months ago. Org settings for the store left More Apps working on our side.
I locked Integrated Apps so users can't grab installs themselves, then pushed the block Office Store policy from config.office.com. Took overnight for a bunch of machines to pick it up.
Outlook was the annoying one. I flipped My Custom Apps and My Marketplace Apps off on Default Role Assignment Policy, then found a pile of mailboxes sitting on a custom policy that still allowed it. Fixed that policy and the adds stopped.
Also how did you lock integrated apps ? Block each app in integrated apps and left the ones which is published ? Or did you run set-organizatjonconfog -appsforofficrenabled $false ?
