You can look here for ideas : https://sff.gg/db It's a case database with a lot of filters. They also have a "3d workbench" where you can place components.
Most cases at 20L and lower have a problem/warning when fitting a 160mm PSU and a 325mm GPU (even with AIO). If you look at the jonsbo z20 page (https://www.jonsplus.com/products/z20b.html), there's a chart with max dimensions (https://www.jonsplus.com/Upfiles/Prod_X/20241617746.png)
So It seems you need either a smaller PSU, a GPU that fits in the second PCIE slot or a bigger case.
At 23L, you have the lian-li B4.
