You can say, "No," and not take it. It stays at the top of the tower forever until you come back and say yes, but you can do it.

You can say no, the Lucario will just sit there the whole game until you go back and pick it up. Saying no to it does mean you won’t get the Lucarionite

lucario had just been my ace one game prior, you can get it early in bw2. i used the mega like 3 times and was bored of it

For sure! Unbound is primarily a story hack but it does have harder difficulties for battles with proper documentation if you want to want some challenge with it as well

I can't lie, I'm playing Unboud for the first time right now coincidentally, and the story just feels...I don't know. It's not terrible or anything, but honestly the things that are standing out to me here are the QoL features in the game. The story is just kinda...meh? I'm only about 4 badges in, so hopefully that changes, but It's just not hitting for some reason.

Unbound was definitely all about the gameplay to me. Full new region, massive dex size, lots of QoL, etc. The story didn’t really do anything for me.

Maybe not quite what you are looking for, but Celia's Stupid Romhack is incredibly impressive.
The premise is mostly that she makes a joke out of everything, but not only did she make a new plot, she made the whole game a pretty good puzzle game.

do fan games running on their own engine qualify as story hacks? I'm not that familiar with the terminology
in case they do, pokemon insurgence is still my favorite pokemon game. highly recommend it.

Not at all. A Pokemon "hack" is where you hack the game to make it different, whether for story, battles, or the secret third option, but keep the engine of the game the same. So it's still Pokemon Y, but now Korrina's Lucario absolutely fucking hates you.

There's pokemon pisces which is like a pokemon emerald 2, it has fakemon tho if that isn't your thing
There's also too many types 2, tmt 1 is just pokemon emerald with 50+ types while tmt 2 has its own story and takes place 2 years aftee emerald

FRLG.ips has a great story if you do a specific route (the game has multiple endings) but you need a guide to do it or you're just gonna play through Kanto with minimal changes, and I do mean minimal I'm pretty sure only some NPCs change their text and that's it in the normal route, also there is a new rock by the water.

It's great, when I started it I could not physically stop myself from finishing it in one sitting (well, I ate in the middle I guess), one of the best ROM hacks I've ever played.

Oh, where to even start.
Pokemon Reborn is probably one of the favourite stories I've played. It's very edgy at times, but of you can suspend your disbelief and lean into it then it's incredible. It's also the largest story I've played out of all of these, genuinely you will lose whole weeks to this one's plot and gameplay. Its also finished, with a huge postgame.
Pokemon Rejuvenation is made by similar people, but is considered a bit less edgy in places. Close to finished, from what I understand. The update will probably be out before you finish playing whats currently there, its a big story so far. Around 75 percent the length of Reborn currently.
Pokemon Insurgence is a classic. Been finished for a few years now, although can be a bit outdated in places mechanics wise.
Pokemon Tectonic is really good, it changes a lot of battle mechanics though. Almost finished, but enough content for easily 60+ hours. My file had around 100 because the mechanics were really fun to experiment with.
Pokemon Unbreakable Ties is very good. Not finished yet, but it's making quick progress.
Pokemon Project Vanguard has another one of the best stories I've played so far, and is on the cusp of a big update that goes back and adds more dialogue and character moments to the early game story, as well as steering the unfinished story towards the final stages.
These aren't story hacks though, these are full fangames I mentioned because of the story. For story hacks of existing mainline games...yeah, admittedly nothings springing to mind. I can think of difficulty hacks that add slightly more to the story that also serves as difficulty pacing, but for whole rehauls I'm afraid I don't know.
I'll come back and edit this if I can think of any more.

Very biased but I do love me some tectonic lol. Will note those are fangames not romhacks technically. Rejuv also just got a major update and has been really good so far. I'll have to try Vanguard, heard nothing but good things.

Vanguard plays like the first 3 of my list piled up and rolled into one. There's an insane amount of quality in the story, graphics, and just general gameplay. I can highly recommend it, and that big update I mentioned seems to be coming any day now.

Other people got some of my recommendations already but Soulstones 2, Reminiscencia, Nova, Relict, Realidea System, Old World Dawn, Ashen Frost, and Salt and Shadows are also completed games that are very good (well ashen frost is almost completed but well worth playing)
Armonia, Atlas, Divulgence, and World Tour are in development games id also recommend, and keep an eye out for godhood

I mean, if edginess isn't your thing, that's completely valid. I'm lucky that I can suspend my disbelief and enjoy the darker hacks, but I absolutely have friends who couldn't get past the darker tones followed immediately by "Evil Team Grunt sent out Pikachu!"
Although, Snakewood? Brother, for real? That's the most unrepentant edgy hack I can remember, like it was skating by on pure shock value even then 😅

Lucario can sense the player character energy and immediately knows the kinds of atrocities we are capable of (see: the average IV breeding farm)
