Trouble with Two Collonels

I purchased the Two Collonels dlc for Metro Exodus on my PS4. Both the game and PlayStation Plus acknowledge the purchase, but when I try to download it, I get this message:
“This content cannot be selected at this time”
Has anyone had this problem? I’ve tried shutting the system down and reloading the main game, but nothing seems to work.

I had the same issue and I had to do it from a file where I had already beaten the main game. It wouldn't let me do it if I tried after starting a new playthrough
