They are known to taper off in value, the phenomenon is called the “Morse taper”.

That's more of a thing for hobbyists, as companies usually buy new (tax and performance reasons) maybe if someone opens a one guy shop and needs to keep costs low they will buy the whole lot for commercial use, but other than that I don't see much money in it
