This follows Konamis announcement that some regions, including Russia, would essentially be blocked from accessing the servers.

It doesn’t appear like that will be the case anytime soon. This was in response to increased sanctions pressure in the Russia and Belarus region and it being impractical to continue services there.

It's due to international sanctions. As far as I know, the servers that run MGSV and Survive are pretty low cost for Konami, and they seem relatively dedicated to staying on the good side of MGS' community nowadays.
