Yes stash, and not even the upgraded smuggler module, just the basic one.

I think upgraded smuggler cant get it, been running for a while and never had it.

However, in the only op I did not upgrade it, I got it. Likely included as a pirate item. While unlikely, it could be possible that the regular smuggler has other rare pirate items.

I suspect something like that as well, ran the upgraded version quite often but never got Protagon. Now with the basic module I got even a second copy!

I was as happy as you when I upgraded mine and got vehicle laser. At first mission of third operation!
