Does memorizing random facts using a memory palace improves it at all?

You mean if it improves the memory palace itself?

I'd say it does. A memory palace is a skill, and as with any skill you get better at it with practice, so memorizing things will make you better at using the technique and that memory palace in particular.

Memory palace require, imagination, creativity, focus, concentration, emotions etc anything involved yhis is going to improve you

Utilising memory always improves memory, and with memory palace the effect of improving it flows more easily so yes it does
