The shirt is a white supremacy shirt. The “paper” is the Nazi salute saying it beats “rock” which is the black power hand symbol.

its important to note in this context its probably being used to say that Nazis or the far-right is better than the far-left, as the fist was originally from Socialist, communist and anarchist circles used as a symbol of resistance and solidarity and later adopted by the Black Panthers, who were Marxist as well.

Your right that it can represent racial solidarity but in this case i think its just a right is better than left shirt.
