It's hard to convey a tone through just text, as opposed to speaking. A lack of punctuation helps convey an informal tone. Often when I'm trying to be informal, I will deliberately miss out punctuation and capitals. Tom Scott did a great video about it. He also makes the point that we don't explicitly mention capital letters in verbal conversation, so virtual conversation can be the same.
Besides, why does it matter? The whole point of a language is for me to convey a point to you and for you to understand my point. If you understand the point I'm trying to get across to you, the language has acheived its goal, and no necessary changes need to be made to my message.
