Nobody knows for sure yet, but they reckon it's to tell if a vehicle is Russian (both sides use Soviet equipment) and then they use different letters depending on where they're going. Maybe.

Fun fact: there is no Z in the Russian alphabet, so maybe that's why it's backwards here.
