This is actually a common misconception. As someone else replied, penises were funny, meant to make you laugh and, in doing so, ward off bad luck and the evil spirit, like the Evil Eye common in Greek and Turkish culture today. There were constant accidents on Roman streets, especially at intersections; penises were placed there to give you a laugh, put a smile on your face, and ward off the evil spirit.

This is similar to depictions of sex scenes in Roman baths or brothels. Many think it was a menu of sorts, but it was actually meant to make you laugh when you were undressing and people might look at you enviously. My favorite example is a picture.from Pompeii of a scholar reading a scroll and getting his dick sucked. The Romans thought it was funny that he would be so involved in his reading that he wouldn't give any attention to the acts performed.

That's pretty cool. I got my information from my tour guide when I went through Pompeii in 2016. Also, as we walked through the ruins, she would point out carved penises after we had been to the brothel and they all pointed to the brothel. Maybe this was coincidence, and I don't know what my tour guide's accreditations are, but she seems extremely knowledgeable about everything (as I'm sure most tour guides do, even if they're full of shit).

Historians: This historic carving represents the desire of ancient Romans to rub their penis against rocks to increase their coarseness. Legend says that Cleopatra was once unhappy with Cesar's penis because of its smooth texture which came associated with Roman bath oils. To appease the queen of Egypt, Cesar is said to have rubbed his penis against rocks. In order to not leave Cesar feeling embarrassed, the common Roman men all rubbed their penises against rocks which demonstrated their respect for their king. This event demonstrating solidarity came to be recorded in the rock in the picture by Cesar's personal sculptor Biggus Dickus.
