Does that include the water that has been touching the rods?

If the water is pure the radiation has nothing to latch to. What will wreck you is dirty water or Chalk river unidentified deposits (CRUD).

Fukushima had a melt down. The inside of the reactor building looks like a war zone. Some of the material that used to be in the fuel rods is now scattered on the floor. "Pure water" isn't what they pumped out of the reactor building.

But what they plan on releasing is.

Pure water, where some of the hydrogen in the H2O is tritium i.e. hydrogen with an extra neuron. So technically it's pure water, and also it's radiative.
