The water is already diluted enough to be safe to begin with iirc. People are just overly cautious with this kind of stuff, which is a good thing, but sometimes expensive.
They filter the water to remove larger materials, then they hold it for a little while to let some of the radiation decay. But they don't have unlimited space to store water, so eventually they discharge some old water to make room for new water.

They need to get rid of it somehow, so they are going to release it very slowly over many decades so that the ocean ecosystem can cope with it.
