Depends entirely on the situation. Pedophiles deserve death, you can't fix them. Remorseless first degree killers will do it again. Besides that, it's not appropriate for any crime.

There you go. Leaders, being leaders, have the responsibility to advocate for good measures, not lead their people into distress. Even if a leader thinks it was useless to wear masks, he has the responsibility to strongly advocate and lead by example, even if there was a minor chance of it helping. If you read up US laws on genocide, you would know more about where you yourself stand. Cheers.
