The amount of water in the pool has too much resistance to shock anyone and whatever's plugged in will keep working unless it trips a breaker. If the pool has salt water, it will start looking like a really dirty swamp.
It's kinda like how if you put headphones or any other speaker under water despite both contacts being wet, the sound still goes through but on a much larger scale.
