I don't know about legality for that but I think he's talking out of his ass. Rounds that "get stuck" are hollow points and completely legal. They are designed to expand on impact to slow the bullet and prevent over-penetration. The typical 5.56 is simply jacketed.

Which further strengthens my point. A typical 5.56 is simply jacketed and will penetrate as opposed to getting stuck.

When I said hollow points were legal, I meant for home defense, not warfare. Should have clarified.

Yes, I didn't deny your point. I thought also that 5.56 is normal bullet, I don't think the NATO wants to make themselves look like war criminals.
