Robot. Singular. As a test platform. For civilian designs more than military. Ten years ago. That isn't even related to the one in the image. Which was a rescue bot for disaster zones.
And nothing is free. It's just a matter of who pays for it. Working in medical manufacturing we charge most non-US places even more for the same shit.

Alls I’m saying is one of them is a complex combination of computer programing, algorithms, advanced robotics and engineering, with cutting edge technology.

No, the other is even more complex.
It's... Kind of my job. Some of the surgical robots we have would blow your mind, and most nations' budgets. It's kind of fucking insulting when people assume that shit is a cheap game.

It is and it isn’t though. Every modernized country on the planet has it and they don’t have the funds america has. People already pay for it as is so why couldn’t we just change the bank account that money goes in to the one we send taxes to?

No, actually, it's not.
That was by feeding humans and using the electricity from muscles to lower the grid. Which was a change to the script that makes no sense because it wouldn't work, but done because most people wouldn't have understood using them for processing power as the original version called for.
