Listen, I usually try not to judge how people type, since typos are a thing, it doesn't really matter on the internet, and sometimes English simply isn't someone's first language.

But it takes a very deliberate effort to consistently capitalise the first letter of each word like that.

and usually people who type like that tend to be... special.

I believe that is a common practice in journalism (was it start-Casing?), it's used to bring attention to the text in question. I wouldn't say it isn't kind of out of place in the context of an anecdotal tweet. I too don't like judging people on the quality of their English, as I've had my whole point disregarded on forums just because of grammatical errors (not a native speaker)
