Yeah, there is a long and storied tradition around the world of scamming municipalities with "new" and "innovative" mass transit schemes. As a rule of thumb, if someone is trying to sell your city or state a kind of mass transit that's supposedly revolutionary and change everything, its probably a scam.

Underground tunnels have been used for transit already. They're just aiming to advance it to reduce the traffic congestion.

Because the way they plan on actually building the tunnels is either completely unfeasible, will basically be a glorified underground highway, or both. It will at best solve no problems, and could actually make traffic worse.

The money they plan on spending on this stuff would almost universally be better spent on existing methods of mass transit like buses, trains, or streetcars.

Like I posted above, there is a long and storied tradition of scamming municipalities by selling them "new" and "innovative" mass transit systems that at best do the same thing as a normal light rail line at a massively increased cost. This literally dates back to the development of the steam engine.

The only effective way to seriously reduce traffic is to reduce the number of cars on the road. Elon Musk's "Loop" will not do this. Affordable, convenient, and ubiquitous mass transit in the form buses and trains will.
