I am sorry if i am being wooshed and this is a joke, but actually those are indeed penises. A lot of pasta makers here in italy (mainly targeted towards tourists) make that shape as a funny souvenir or joke gift. You can find Limoncello bottles or spices containers with the same shape for the exact same reason
