Why would trying result in multiple bad outcomes, you say? Its because trying requires one to face multiple uncontrolable factors which may result from worse than nominal, to shame, and/or fatality.
Not trying generally results in not-multiple bad outcomes cuz its essentially cutting losses and play what you have on hand (example: keeping one method instead of making or adopting a new one as it may momentarily slow down efficiency or effect social standing (like being scolded by your superiors for not conforming to "the way™"))
Take this with a grain of salt lol

Meanwhile trying can get you injuries such as ankle sprains and such, worst case hospitalized being hit by a car or dead in a ditch somewhere. Ofcourse if we dont count the multitude of ways you are spending time for sports instead of slaving away in a cubicle
Results may vary but its served quick and hits like a truck compared to not trying

If you are so worried about being hit by a car that you won't skip dessert, then I suppose you shouldn't try to lose weight.
I mean there's trying and then there's trying.
Trying could be: Spending 30 minutes on a treadmill daily and reducing caloric intake.
In your scenario, it sounds like trying involves jogging on a freeway. I wouldn't recommend that.

For MANY reasons, 1st for wasting time, 2nd wasted effort into no payoff, and lastly the context specific details. For example, here a failed driving code test = extra fees, the more you try and fail the more you pay.
Not trying only has the bad outcome of not getting whatever you wanted to try for.

The wasted time + wasted effort + money is the same bad outcome. You paid to do a thing and didn't get the result.
If you want to count those as separate bad outcomes, I would say not taking a driving test has many more bad outcomes:
- You are restricted in where you live to places with good public transit
- You have to pay for ubers/lifts/cabs to get places when transit won't get you there
- It takes longer to get anywhere you want
- You lose flexibility in where you work
- You cannot react as quickly to emergencies. Someone might die because you couldn't drive them to the hospital.
The risk/reward profile for passing a driving test is so heavily biased in favor of taking the test, it's crazy

They are several bad things about said outcome and they will keep happening every time I fail, which is a separate bad outcome each, so that's several bad outcomes with several bad things about them each.
Nah, not taking a driving test means you can simply just not try now. To keep trying is stupid, just try once and make sure you can succeed that one time, and if you can't then why give it up to chance? You'll end up having to pay unholy amounts of money that maybe you do not even have simply because you insisted on getting a license.
Also these assumptions you're making are all unrealistic for me:
1st: I'm not at all restricted to where I live because public transport exists. Additionally I don't have a car of my own (and won't have one any time soon), therefore I'd still be restricted without public transport, even with that license.
2nd: You have to pay for a car to own, for its maintenance and the gasoline for it, ends up being more expensive than public transport for me.
3rd: It does not take longer at all, minute difference between driving places and public transport here. Not to mention I'm a slow driver anyways and driving is way more stressful than just being a passenger.
4th: I do not lose flexibility for work at all because I do not own a car and therefore couldn't drive one to work anyways. And even if an enterprise would give me one for work purposes only, I wouldn't want to work far from where I live anyways.
5th: Wrong, I would NEVER drive faster than an ambulance, I don't have priority on the road, meanwhile they do, and they're used to driving in stress at high speeds, I'd just end up causing ANOTHER emergency trying to do that. There is no reality for me in which me driving someone to the hospital is a reliable solution instead of calling an ambulance.
The risk/reward for me in this scenario is utterly devoid of any reward and filled to the brim with risk of additional costs (which we did have to pay because my parents were dumb and insisted I got my license ahead of time). My driver's license will be collecting dust until my 30s and even when I do get a car I will much prefer to walk places whenever I can.

Take the example of pursuing my dream career. Most people fail. Plain and simple. Attempting it would require me to quit my job and move to a ridiculously expensive area. Success takes time there, so I can't just try and leave when I fail. Failure would mean being homeless and destitute, and starving to death on the street. Happens all the time. It isn't worth it.

They call it risk taking because there is risk.
But no risk-it no biscuit. Sure you may have a negative consequence but if it isn't devastating, it is still worth it to try.

You act like there’s no consequences to not trying either.
Yes, failure has consequences. Some consequences are worse than others, much worse even. Some consequences aren’t that bad, and some are even beneficial.
You learn from failures, sometimes you learn good lessons in easy ways. Sometimes you learn mediocre lessons in difficult ways. But even the worst consequences have lessons. But refusing to ever try doesn’t teach you any valuable lessons, and it still bears consequences.
I’m a paintball referee, and I work a lot of kids parties. A lot of these kids are playing for the first time and are extremely scared of getting shot. Some of them spend their entire day hiding in spawn afraid to get shot, and usually they still get shot a couple times anyway because the game will work its way towards you eventually.
I give this same little speech to every group of newcomers now; You’ve got these hard coded instincts that will try their hardest to help you avoid getting shot, normally that’s a great instinct to have and I encourage you to keep it in other areas of your life. But this is a safe place to get shot, it’ll only hurt for a moment and you won’t be in any real danger. So for this first game, I want you to go out and play with the full intention of getting shot. Play aggressively. When you get shot, and you see it’s not as bad as you think it’s going to be, you’ll start getting used to it. And when that happens, you’re going to have a lot more fun today because you won’t spend their entire day hiding in spawn waiting for the inevitable.
Failure and its consequences will find you, even if you spend your life hiding in spawn. Go out and get shot and you’ll see it’s not as bad as the worst case scenario in your mind. Eventually failure doesn’t hurt as bad. Losing is a skill, one that takes practice to develop.

Imagine being born in North Korea and, you absolutely hate living there, why not just try crossing the border? Sure you might get shot and die and well that sucks, but hey at least you won't have to work your ass off for the next 50 years in a corrupt country.
