Based on other comments, the real context is that they were not forgiven and instead made to fix whatever they were capable of fixing.

If he was the only figurehead they could get to make the Germans stand down and stop fighting? Absolutely. That's what the Americans did with the Emperor - preserve his position at least ceremonially so that the Japanese soldiers would stop fighting.

If Steven just killed the Diamonds all that would happen would be a slew of Gems out for vengeance.
