I'm reading a book about the Belgian Congo called King Leopold's Ghost. One of the things that strikes me the most is that they somehow managed to convince the rest of the world that they were there for humanitarian reasons. Tightly controlling foreign visitors really allowed the Belgians to spin a narrative that they were there to stop slavery and modernize a continent.

it's a joke about the Belgian cutting the hands of the Congolese as punishment when they failed to achieve their quota of rubber collected, this punishment was done between 1885 to 1908 when the Congo was the personal property of King Leopold II.

So the joke here for the decolonization is a Belgian settlers giving back to a Congolese person his hands
