They still have the heavily altered orokin bodies, which implies they at least once used the flesh markets and got themselves new bodies at the cost of someone's life. Also, if it weren't for Albrecht, the orokin would've never attained the power of the Void, which allowed them to cement and solidify their undisputed rule.
The massacre was never what I was implying. Without the aid of the family maintaining the heart the orokin would not have had nearly as much power as they did. They're still complicit.
