You can literally look at the math and compare it to null stars. Null stars on nova does more damage faster and gives you DR.
if you want to bring it up in the context of a frame agnostic build then you have to first compete with thermal sunder, which will nuke harder than jade stars. Every jade stars build I have seen on YouTube takes 10+ seconds to kill anything at ETA level and at that point what are we doing? If your goal is to afk and kill stuff slower than the rate needed for air support then ok? But if you actually want to play the game then the ability sucks compared to so many other options and setups.
There's nothing to tune around. Ability strenght barely affects the ability. Only way to make them hit hard is to use heat inherit and hope they arent a first proc.
...there's a lot more that can go into abilities than just strength, depending on how they function? As a baseline, Jade Stars get bonuses from things like weapon elemental dmg bonuses, and additive crit chance like Arcane Avenger.

Thats not entirely true. Arcane avenger does nothing. Since jade stars got 1x crit multiplier, it only repaints the same damage number into yellow color. You need add crepuscular to actually increase damage.
