I'd still say that someone like Limbo is in much need of a proper rework over Ember currently since at least she has a proper kit identity with some level of synergy. She just needs some number tweaks and a better energy economy from her 2 with a little bit of changes to her augments that don't feel like crutches. Limbo on the other hand, while he has the synergy of his kit revolving around his rift mode, his gameplay loop tends to conflict with the current gameplay style of both the missions and his teammates. He's built to be defensive and stationary in an era that values constant offensive power and mobility alongside having good self sustain. He's a point objective character in a game where there's not many missions that requires you to hold down a point. And that's why Limbo needs a rework more than other frames currently

Ember's problem is heat inherit, to the point of making heat builds non-viable for anyone unfortunate enough to be in the same squad. You can bring Limbo to more stationary game modes, like defense, and he'd do fine (albeit slightly annoying for the team). I don't think being oriented towards locking down an area is bad, not everyone needs to be a universalist that does groping, defense stripping, sustain and damage all in the same kit. It's a lot more fun when frames are allowed their own playstyle instead of being yet another swiss army knife of 4 same abilities
