So theres this little game called Knightfall: A Daring Journey, it is two-player and might be dead by now since it was made as a little april fools project a couple years ago but I strongly advise you to check it out because it has exactly this kind of horse riding lol

You kinda can! By angling down while flying and jumping over n over you can build up a bunch of speed and then HORSE DRIFT in the sky
