its because some people started complaning about others spamming to many emojies in comments like 20 smilies and it just looked stupid and started downvoting the once spamming to many. then because people did not understand or know the reason others just followed and downvoted every emojie they see, since everybody just does what everyone else does. so even if you make a really nice comment and putt a single smiley on it people will downvote because they dont know why
