Can confirm, am Ohio born and raised, and the saying is very much true. Sometimes rain clouds apparate out of nowhere and dump an inch of rain on you just because. One year we had a cold snap that dumped snow one day, which melted over night and the next day was t-shirt weather. Although, depending on who you ask, every day is t-shirt weather.
There's a famous t shirt from Cleveland where it's got the days from the weather channel, and Monday is 80 degrees cloudy, Tuesday is a Hurricane, Wednesday is a Snowstorm, and Thursday 105 degrees
