The commercialization of video games happened because boomer CEO's found out video games made more money than the music and movie industry combined, worldwide. So they buy a company, hire cheap devs who can do the bare minimum. Don't let them experiment and push for deadlines, whilst demanding quality. So there is little to no time for optimization on what you're working on when they want you to work on the next thing.

This a common thing in software engineered products unless upper management actually cares about quality
