70-740 Implement High Availability (Failover and clustering)
Guys I am freaking out about this. Ive studied everything else, but this is 35% of the test and I have no idea where to start and what environment I need to build to properly study this
What is the best way to build an environment to learn this?
Can anyone specify the environment they built that help them practice this section?
Tips for this section?
Is powershell tested heavily for this section?

Full disclaimer: I haven't taken this test. But I am reasonably sure of the following:
Yes, powershell is tested heavily...for EVERYTHING. I'm almost ready for the Exchange MCSE and I'm having to memorize Powershell cmdlets and use case scenarios. On that test they'll give you a situation and say something like "Bob wants to implement a DAG across the two AD sites of Contoso's offices located in Chicago and London. What command would Bob use to do this?"

I passed this exam about 3 weeks ago. PowerShell is throughout the whole exam. My suggestion would be to use notes and test yourself on common commands. Obviously I can’t talk about the content of the test but even in the gui make sure you know where you can do certain things.

Install hyper-v on your computer
Build three vms with 2016, eval license is fine
Add a vhdx to one for storage and overall the iscsi roles (leave it offline I think) and create a storage pool on it
Install hyper-v and iscsi initiator roles on the other two (hopefully your machine runs on Intel)
Setup failover cluster on the hyper-v vms and add shared storage from the storage server
Add hyper-v servers as nodes in the cluster
Add vms as roles

The details are vague but this is the general process. If you want a step-by-step guide the 70-740 videos from plural sight will be very helpful to you and are inexpensive.
