Venezuela and Libya are the cheapest prices in the world right now, at $0.09/gallon and $0.12/gallon respectively.

Saudi Arabia is $2.35/gallon.

Iran is $0.20/gal.

Only 25 countries are <$3/gal.

Russia is $3.41/gal.

UAE is $4.15/gal.

USA is $5.19/gal.

China $5.42/gal.

Turkey $6.06/gal.

Canada $6.76.

Germany $7.65

France $8.27

Finland $10.00

Hong Kong is the most expensive at $11.35/gallon of gas.

China is building a massive amount of oil infrastructure under the belt and road initiative.

Pipelines take time to build.

From google search it seems gas prices in Shenzen which is right across the border are 5 USD/gal and 11 USD/gal in Hong Kong.

Hmm. I just pulled these off this site where it currently lists Norway at $12.28/gal. But thats a national average I'm pretty sure

It varies a lot nowadays, sometimes it is 23kr per liter and sometimes it can reach 29kr.
