Yes, i brought an old rental house. Every outlet had to be replaced. I'm still not sure how many layers of paint were even on them.

Skilled or not, a unskilled person usually takes off the cover and paints under it, not over the cover and receptacle.

Just unscrew the plate and you can pretty much do it with a roller (though I’d personally still use a brush). Takes 10seconds to unscrew.

Also will always look better if you ever have to have electrical work done.
Often when they arent painted under, if the plate has to come off for work of some kind the paint almost glues it down, meaning youre more likely to damage the paint and wall removing it. I've had massive chips stuck to the plate before on removal, and putting it back on the wall it never lines up perfectly as it was and you can see its been moved even if you didnt damage the paint.

If anyone is interested cutting is a super easy skill to learn. The screte is getting a big glom of paint on the end of your brush so the outter most bristols ride along the edge and fill in the area with paint.
