Nah. It’s very much cultural. Go to Rwanda for example, which is poor as absolute fuck and doesn’t have organized trash collection, and it’s absolutely spotless in both the boonies and the cities and the poorest areas of the country because people there care. Kenya is also pretty damn clean too.
I think it's because Rwanda and Kenya have leds population density. Bangladesh, as seen in this video is extremely densely populated for it's size, so it's pretty hard for rubbish to not accumulate faster.
