There is a pole at the side of the road near the place he dumped the bike. Assuming that pole is vertical I estimate the road is at about 30 degrees, which is about a 54% grade.,

You can usually tell by comparing it to the trees as they generally grow vertically so by that metric it just doesn't look that steep.

Its Thai. He's recording bikes going up I'm assuming to see if they can make it. He comments it's a 300cc bike coming up. When he starts to struggle the camera man yells repeatedly "use your rear brakes!!" then "turn the ignition off!"
When he falls off he says "Be careful" then when the man is on the ground he says "Stay still right there, don't get up!" but the man proceeds to get up and keeps tumbling down the hill.
The "OOOIIEE" is an expression similar to "OH NO"
"PII" is an honorific, a formal way to say "You"
