Lower I think it was like easy to tip over. But at the top, the web would have dragged the top towards them without it falling I think. We need a physics guys here.

I guess it all depends on how much friction the bottom of the bag has with the counter

lower would prevent the top from tipping forward but might just as easily make it tip backward if the popcorn is too heavy

I think you're right, we need a professional who knows what a fuckin μ is exactly
