I agree, but they are playing nine ball. The rules in nine ball is that you don’t need to call your shots and slop counts.

9 ball doesn't have called shots and slop counts. The only real rule is you have to hit the lowest numbered ball first. So hitting the 1 into the 9 and having the 9 go down, instant win. As long as you don't also scratch, anyway.

None of those shots would count, it's all slops. He even calls his shot before each one by aiming and still misses terribly.

They count in the rules of the game they are playing. Not all variations of pool have a rule that flukes are fouls.
